Result of ServiceTo produce a high-quality training curriculum focused on sustainable and effective infrastructure asset management using the UN IAM Handbook. The curriculum will be used as basis for training certificate program at the Rural Development Institute (RDI) in The Gambia. It will serve as guidance to stakeholders on how the toolkits contained in the Handbook can support the implementation of vulnerability and risk assessments to mitigate climate risks, advance sustainable infrastructure development, and ensure inclusive cities that leave no one behind. Work LocationHome-based Expected duration4 months Duties and ResponsibilitiesThe position is located in the International Tax and Development Cooperation Branch (ITDCB) in the Financing for Sustainable Development Office (FSDO) of the Department of Economic and Social Affairs. The Branch provides policy and capacity building support on international tax cooperation; serves as secretariat to the UN Committee of Experts on International Cooperation in Tax Matters (the \"Committee\") and to the Development Cooperation Forum (DCF); and coordinates FSDO capacity development programme in support of country efforts to mobilize and manage financing for development and other means of implementation, including through effective infrastructure asset management, to achieve the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Sustainable Development. More information can be found at: org/. The incumbent reports to the Senior Economic Affairs Officer of the International Tax and Development Cooperation. Under the supervision of the Senior Economic Affairs Officer, International Tax and Development Cooperation Branch (ITDCB), Financing for Sustainable Development Office (FSDO), the national consultant will be responsible for the following work assignments: 1. Conduct a needs assessment by engaging at least ten (10) stakeholders, including RDI leadership, local councils, and national government counterparts, through interviews or focus groups. 2. Prepare a five (5)-page Needs Assessment Report summarizing priority training needs, competency gaps, existing policies, frameworks, and IAM capacity challenges. 3. Design a structured IAM curriculum with eight (8) modules aligned with the UN IAM Handbook and tailored to The Gambia’s context, integrating lessons from past IAM programs and focusing on practical application. 4. Prepare a course syllabus outlining the curriculum structure, learning outcomes for each module (three to five per module), and the duration and sequencing of sessions across the program. 5. Develop session/lecture plans for each module, detailing objectives, duration, key concepts, and suggested teaching methods. 6. Prepare facilitator guides/lecture notes for each module, including talking points, instructional guidance, and tips for delivery. 7. Develop instructional materials for students for each module, including a minimum of ten (10) PowerPoint slides per session, three (3) core readings, and any printable handouts or reference documents. 8. Design assignments and practical activities for each module, including at least one (1) individual and one (1) group exercise, one formative assessment (quiz or case study) per module, and one final assessment tool (exam or project rubric) to evaluate learning outcomes. 9. Organize a one (1)-day virtual or in-person stakeholder validation session to review the curriculum. 10. Gather and compile feedback from RDI, government officials, and training partners on the curriculum. 11. Revise the curriculum package based on stakeholder feedback and produce a final version in structured and editable formats (MS Word and PowerPoint). 12. Prepare a stakeholder feedback summary detailing the feedback received and how it was addressed. Qualifications/special skillsA university degree (master’s degree or equivalent) in civil engineering, economics, finance, infrastructure asset management, or a related field is required. A minimum of 5 years of progressively responsible experience working with local, regional, or national governments is required. Experience in managing research projects on infrastructure systems, capacity development, or teaching, is desirable. Familiarity with the work of the United Nations system and Sustainable Development Goals is desirable. LanguagesFluency in oral and written English is required. Additional InformationNot available.
