Job Description and Duties

The CMD Environmental Program supports current and future mission requirements by advising and assisting units, programs, and leaders in their compliance with environmental laws, regulations, and policy while promoting environmental stewardship at military training sites and facilities operated by the CMD.  

Under the general direction of the Training Site Branch Chief and Conservation Program Manager, the incumbent is responsible for managing biological resources, including endangered species; the review and preparation of environmental documents; environmental permitting and regulatory consultations; and implementation of environmental training/educational programs.

The position is based at Camp Roberts with regular assignments to Camp San Luis Obispo and occasional assignments to other statewide facilities in support of operational requirements as needed.

Statement of Qualificaiton

  1. Overall natural resources management including, but not limited to wildlife, botanical resources, endangered species, invasive species, wildland fire, ecological restoration, and related technical areas.
  2. Conducting wildlife and botanical surveys, monitoring, and other natural resources field work in support of projects, mission activities, and contracts.
  3. Managing biological resources services contracts including identifying biological management requiring contractor services, contractor oversite, scopes of work, deliverables, and schedules.
  4. Preparing/managing environmental permitting with environmental regulatory agencies (e.g., U.S. Fish and Wildlife Service, National Marine Fisheries Service, U.S. Army Corps of Engineers, State Department of Fish and Wildlife, State Water Quality Control Boards, and other federal, state, and local agencies).
  5. Preparation/review of environmental documents as per the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA).
  6. The role and importance of environmental management of military lands and mission activities.
